Skype doesn save files in download
Select Auto-download photos and/or Auto-download files. After you turn this on, any new photos or files you receive in a chat will automatically be downloaded and saved to your device. You can go back into Settings and turn this feature off at any time. The file save location is defaulted to Downloads. Change Directory where a received file will save. Besides, this is the normal behavior for Windows most applications. And yet, Microsoft wants to “trick” us a little more on this point, so the default folder for downloads of Skype is “hidden” somewhere in the user’s folders.

Hover your mouse over the file and click download, but keep in mind that the person you sent you the file must be logged on to Skype in order for you to download it. Now that you have the file, just open it and click "Print.". The folder in which Skype saves files by default is added to your Favorite Folders list, so that to go to it, you only need 2 easy steps: Open a new Explorer window by pressing Win+E Left-click Favorite Folders and select the "My Skype Received Files" folder.
